John W. Houck
President and General Manager
John W. Houck is the President and General Manager for the US Army INSCOM Language contract in support of Operation Iraqi Freedom (OIF), and of Global Linguist Solutions. He comes to GLS from McNeil Technologies, where he has been Senior VP of the Enterprise Business Support Services Center with responsibility for a wide range of management consulting, research and evaluation, information development andmanagement, and program implementation and evaluation services.
Mr. Houck brings extensive project management experience in areas of systems development, testing, operations and maintenance; quality control; risk management; cost/schedule control; financial and budget management; and program communications. Before joining McNeil, he worked as a program manager at Northrop Grumman Information Technology. At Northrop Grumman, he directed all phases of programs – from inception through completion – for the U.S. Department of the Treasury’s PeopleSoft Federal HRMS implementation. Previously, Mr. Houck was a project manager at DynCorp, where he provided technical and administrative support to the Defense Advanced Research Projects Agency (DARPA) high-technology research and development programs. In that capacity, he also supported the Department of Energy’s Defense Programs Office technology transfer programs and assisted in development of program to identify models for early collaborative research projects between industry-led consortiums and DOE’s national laboratories.
Mr. Houck has a master’s degree in information resource management from Marymount University in Arlington, VA, and a bachelor’s degree in public administration/political science from Virginia Commonwealth University in Richmond, Va.
Pete Kinney
Iraq Program Manager

Pete Kinney is the Iraq Program Manager for Global Linguist Solutions, responsible for over 7,000 linguists and staff supporting our US Forces in Iraq. Pete has been on the INSCOM contract with GLS since April of 2009 when he first served as the Iraq Staff Management Office Chief of Staff and later as Deputy Director for Support.
Prior to his work with GLS, Pete consulted with the United Arab Emirates Ministry of Interior on Police Operations and Infrastructure Security. He spent twelve years in New York City in the real estate and financial services industries, managing both construction projects as well as security operations.
Pete Kinney is a combat veteran with 27 years of service in the United States Army. He is a graduate of the United States Military Academy at West Point with a degree in Engineering and also holds Masters Degrees from both Harvard University and Long Island University.
Kanch Algama
Director, Continuous Performance Improvement (CPI)
Kanch Algama is the Director of Continuous Performance Improvement (CPI) for GLS. She has implemented many quality and process performance improvement programs and initiatives throughout her career and has enabled company contracts with the Environmental Protection Agency, Department of Energy, Space Warfare Center, Air Force Materiel Command and the National Weather Service to obtain ISO certification. Her expertise stems from the development of audit programs and training, risk and internal controls, and document and record control programs.
Kanch holds a Master’s Degree in Technology Management from George Mason University and a Bachelors Degree in Industrial Engineering from Pennsylvania State University. She is certified as a Manager of Quality/Organizational Excellence from ASQ and holds a PMP certification from PMI. She is an examiner for the National Baldrige Award program and she served as an examiner to the U.S. Senate Productivity and Quality Award program for Virginia (SPQA) in 2009. She also holds a GSA certified Chief Information Officer (CIO) certification.
Joe Flores
Senior Director, Operations
Joe Flores is the Senior Director of the GLS Operations Division, which is comprised of Recruiting Operations, Language Testing Operations, Deployment Center Processing/Operations, Deployment/CONUS Replacement Center Operations, Current Operations/Plans and Corporate Communications.
Joe has over 15 years experience in the Defense Industry, serving as a Program Manager for Modeling and Simulation, Simulator and Software Development Programs for CSC, Raytheon, and Rockwell Collins, and in Program Management Office (PMO) and Corporate University positions with General Dynamics. Prior to joining GLS he was the Director of Operations for Dyncorp’s Law Enforcement and Security Strategic Business Unit.
He is a graduate of the University of Arizona with a degree in Biology, and a graduate of the Defense Acquisition University’s Advanced Program Management Course. Joe was a career military officer in infantry, reconnaissance and special mission units. He is a member of the Project Management Institute (PMI) and the American Society for Training and Development.
Bertwin (Bert) Krosch Lord, PMP
Program Manager, Special Programs
Bertwin (Bert) Krosch Lord is the Program Manager of Special Programs for Global Linguist Solutions. He joined GLS in May 2008 as an Operations Manager and was promoted to his current position in June 2009.
Bert’s diverse career path includes his work for both the US Navy (in nuclear engineering, field investigation, logistics, asset management, principal protection and medical services), and for the civilian sector (in engineering consulting, environmental protection and research, logistics, security, intelligence reporting and program management).
Bert’s career in the navy began in 1996 when he attended the Navy Nuclear Power School and was the first student to finish all graduation requirements as a Nuclear Engineering Mechanical Operator. Bert served on the USS Miami in Groton, CT from 1998 to 2002. He then transferred to the USS Olympia in Pearl Harbor, Hawaii and served as the Chief Mechanic from 2002 to 2004. He went on to the Pearl Harbor Naval Shipyard as the Military Director of NDT/QA from 2004 to 2006. Bert was medically retired from the Navy in 2006.
While in the Navy and after, Bert worked for the University of Hawaii as a contracts administrator and operations manager from 2004 to 2007. Bert then went to Iraq where he founded the Shinar Group and the NGO Viable Villages in 2006.
Dallas Rainwater
Vice President of Finance and Controller
Dallas Rainwater is the Vice President of Finance and Controller for Global Linguist Solutions (GLS). Prior to joining GLS, Dallas served at DynCorp International as the Senior Director of Accounting for the Global Stabilization and Development Services segment. In addition, he also served as an Engagement Manager for an accounting and finance consulting firm for 5 years where he planned and ran several large engagements with small and large clients.
Dallas has a diverse background of internal and external audit, systems implementations, and controller-level positions. He is also a Certified Public Accountant and has an MBA from Auburn University.
Charles K. Tolleson, Ph.D.
Senior Director, Infrastructure Support Division
Dr. Charles Tolleson is the Senior Director of the GLS Infrastructure Support Division, comprising Human Resources, Information Technology, and Corporate Security worldwide. He holds a doctorate degree in Organizational Management and is a career military officer with nearly 10 years of experience in executive contracting in the Departments of Defense and Energy, specializing in quality, strategy, process, system and management assessments.
His quality management success spans the US, Iraq and Kuwait, and includes his effort to lead the first government contractor to the prestigious Malcolm Baldrige National Quality Award. He holds certification as a Project Management Professional (PMP), an RAB certified ISO 9001 Auditor, Six Sigma Black Belt, and ASQ Quality Manager/Organizational Effectiveness and Improvement professional.
He is a national speaker on quality topics holding membership in the American Society for Quality (ASQ), Academy of Management (AOM), Society for the Advancement of Management (SAM), Association of Proposal Management Professionals (APMP), Project Management Institute (PMI), the Association of the United States Army (AUSA) and the Naval War College Alumni Association.
